A. Status update on 2009-2010 budget and expenditures, based on this year's funding.

C. DWP/ECAF (Energy Cost Adjustment Factor) report on discussion and recomendations to separate renewable energy
development costs from fuel-related production.

B. Report: $10,000 LA Beautification Grants for the Big Blue M Project award to the GGPNC..

8. Planning, Zoning & Historic Preservation
A. 4628 Hollywood Blvd., Covell. Proposed wine and beer bar with 47 seats seeking to remain open to 2 a.m. Committee recommends non-opposition subject to conditions.
B. Affordable Housing Study. Committee recommends Community Impact Statement to support request for study by Planning Department of effects of density bonus grants on affordable housing, particularly the possible reduction of such housing.
C. City Planning Commission Special Meeting with no or inadequate notice. Committee recommends letter of concern and request for correction.
D. Statement of Policies and Procedures for Committee.

9. Parks, River & Open Space
A. Approval of concerns about specific CAO proposed budget reductions in the Department of Recreation & Parks budget and new fees impacting Griffith Park and other parks.
B. Request for financial support towards the Griffith Park Natural History Survey “Rare Plants of Griffith Park Survey." This first comprehensive, scientific report on the rare and endangered plant species of Griffith Park will locate and compile a written report with occurrence maps that will be available to all public and private entities, organizations and individuals with an interest in Griffith Park. Total survey budget: $10,000. Request for support from GGPNC: $2000.
C. Approval of position on recreational aspects of the L.A.-D.O.T. Bicycle Plan which is now in draft form.
D. Update on the Trust for Public Land initiative to purchase and add to Griffith Park the 138-acre Cahuenga Peak parcel above the Hollywood Sign. The TPL must raise a total of $12.5 million by April 14, 2010, the date on which the option on the property expires.

10. Request from Boardmember Ron Ostrow
Motion: All discretionary funding and expenditures shall be frozen until such time as the Treasurer can provide the board with an accurate and reliable accounting of its finances.
